About ELGAS Pinkenba

ELGAS operates an LPG Storage, filling and distribution site at Pinkenba in Queensland.
The site has been operated by ELGAS since 2015 and operates in parallel with our Lytton, QLD site to serve the LPG Market both locally and across QLD.
LPG is regarded as a safe, reliable and easily transportable form of energy. We have the infrastructure and systems in place to protect all our people and the community. Our overarching goal is that everyone goes home safely at the end of each day.

LPG is delivered to the precinct via ship in large LPG carrier vessels. The gas is pumped to the two large on-site storage tanks. It is then pumped into tankers for bulk delivery to customers or other ELGAS sites, or filled into smaller cylinders on-site for distribution to customers.
The site’s main operating hours are weekdays from 5 am to 2 pm, however, some operations extend from early morning to late evening, and on weekends, according to demand.

Safety Case

ELGAS Pinkenba is classified as a Major Hazard Facility (MHF) under the Work Health and Safety Regulations 2011. The Work Health and Safety Regulations 2011 require MHF sites to develop a Safety Case which demonstrates that:

  • The site is operated in a safe manner
  • Measures are in place to prevent and effectively manage major incidents
  • Risks to personnel and property are reduced so far as reasonably practicable.

We developed our Safety Case in consultation with Workplace Health & Safety Queensland and various internal and external stakeholders. The Safety Case includes information on:

  • Site details, including hazardous materials, kept on site
  • Major incident definition and history
  • Consultation process
  • Safety assessment process
  • Safety assessment outcomes
  • Control measures
  • Description of Safety Management System
  • Emergency planning.

In our Safety Case, we demonstrate that:

  • Hazards on our site have been identified
  • We have control measures in place to prevent a major incident from occurring
  • In the unlikely event of an incident occurring, we have controls in place to mitigate the incident and prevent it from escalating.

In the event of an Emergency

In the unlikely event of an emergency, the site has systems in place to manage the incident and keep our people and the community safe. An emergency alarm (siren) is in place to alert people on-site to execute emergency procedures. In this situation, members of the public do not need to take action but should stay clear of the site and follow the instruction of emergency services. The emergency alarm is tested monthly.
In the unlikely event of a major incident at the ELGAS Pinkenba Depot, a site representative or Queensland Emergency Services will contact you. If contacted (unless directed otherwise):

  • Stay indoors, close windows and doors, and switch off air conditioners and exhaust fans
  • Prepare to leave the premises
  • Leave if asked to do so by Queensland Emergency Services

Do not try to get closer to the incident. Queensland Police will assume control of any incidents requiring emergency services response. If the site is manned, an initial emergency response will be provided by ELGAS until Queensland Police assume control.
ELGAS also works with other operators in the precinct through the Gateway Mutual Aid Group (GMAG) which brings together businesses in the area to formalise cooperation in preventing or mitigating serious incidents, and risks to people.
